§ 12-8. Collection of solid waste.

It shall be unlawful for any person to engage in the business of collecting solid waste in the city unless the person has been granted a franchise for solid waste collection by the city. For the purpose of this section 12-8 only, the definition of solid waste shall not include exempt waste.

Notwithstanding any other provision contained herein, it shall be unlawful for any person to engage in the business of collecting construction and demolition waste , including but not limited to construction and demolition waste that will be taken to a material recovery facility for processing, unless that person has been granted a franchise by the city for their activities in the city.

For the purposes of this chapter 12, mixing recyclable materials with solid waste shall cause the resulting mixture to be classified as solid waste.
