§ 5-172. Purchasing categories.

  • (a)

    The following purchasing categories for commodities and contractual services are hereby created:

    (1)

    Category one: Two thousand five hundred dollars ($2,500.00).

    (2)

    Category two: Twenty-five thousand dollars ($25,000.00).

    (b)

    The following persons are authorized to approve purchases and execute contracts on behalf of the city:

    (1)

    Purchases less than the threshold amount provided in category one may be made with the approval of the procurement manager and a department director. No more than one (1) quote is required. The procurement manager shall adopt, implement and enforce operational procedures for the purchasing card. Purchases less than the threshold amount provided in category one may be purchased via purchasing card, and purchases in accordance with these procedures are deemed to have the procurement manager's approval.

    (2)

    Purchases less than the threshold amount provided in category two but in excess of the threshold amount in category one may be made with the approval of the procurement manager and the department director. The procurement manager shall strive to obtain at least three (3) price quotes from contractors unless the provisions of section 5-173(c)(1) through (8) apply.

    (3)

    Purchases in excess of the threshold amount in category two shall be made pursuant to the requirements of section 5-173(a), (b) and (c). The city commission shall approve all purchases in this category unless otherwise provided for in this article. The mayor shall execute all contracts in this category unless otherwise provided at the time the purchase is approved.

    (4)

    The procurement manager, with the concurrence of the department director, may execute agreements for purchases under sections 5-172(b)(1) through (2) above provided any indemnification provision is approved by the risk manager and city attorney.

    (c)

    Contracts shall be awarded to the contractors submitting the lowest responsive quotes or bids, unless otherwise provided in this article.

    (d)

    The purchase of utility services for all city facilities is authorized subject to the availability of budgeted funds.
