§ 5-77. Same—Service charge.

The city department that issues a permit for which a refund is claimed pursuant to the preceding section shall, before making any such refund, retain and deduct therefrom a sum equal to ten (10) percent of the amount originally paid for the permit, which sum shall constitute a service charge and shall be paid into the City Treasury.
