§ 2-17. Charter review.

  • (a)

    Commencing in 2019, the City of Sunrise will create a Charter Review Board to review the City Charter and make recommendations to the City Commission with regard to proposed amendments to the City Charter every ten (10) years. The Charter Review Board shall serve in an advisory capacity and the nature and extent of any charter amendments placed on the ballot at the subsequent election shall be within the sole and exclusive discretion of the City Commission.

    (b)

    The commission shall establish the term and deadlines of each Charter Review Board by resolution. The Charter Review Board shall have five (5) members appointed as follows: Each commissioner shall nominate one (1) member for the Charter Review Board. The member shall be a resident of the City of Sunrise. Members shall be confirmed by a majority vote of the Commission. All members shall be registered voters in Broward County. Members shall be subject to background checks in accordance with section 2-76 of the City Code, and shall serve in accordance with sections 2-76 through 2-81 of the City Code.

    (c)

    The powers and duties of the Charter Review Board shall consist of advising the City Commission of areas of the current City Charter in need of change as approved by a majority vote of the Charter Review Board members present. The recommendations shall be of an advisory nature only.

    (d)

    The Charter Review Board shall meet a minimum of monthly and as often as they deem appropriate. All meetings shall be properly noticed in accordance with the Florida Sunshine law and shall provide opportunities for public input. The City Manager shall provide such staff as is necessary to assist the Board in the conduct of its activities. The City Clerk shall provide clerical support to the Board. The City Attorney's Office shall provide legal advice to the Board as requested.

    (e)

    The Charter Review Board shall follow Robert's Rules of Order. No interim reports to the City Commission shall be required, but the Charter Review Board shall provide minutes of all meetings to the City Commission.

    (f)

    The members of the Charter Review Board shall serve without compensation but shall receive reimbursement for expenses in accordance with section 2-78 of the City Code.
