§ 2-16. Selection of deputy mayor and assistant deputy mayor.

  • (a)

    A rotational method of selection for the deputy mayor and assistant deputy mayor designations shall be established on the principle of annual rotation in order of seat commencing with Seat A and ending with Seat D at which time the rotation will be resumed. The city commission shall have an organizational meeting no later than on the third Tuesday in March, and select from its members a deputy mayor and an assistant deputy mayor, who shall serve until the next organizational meeting. In March 2011, Seat A will serve as deputy mayor and Seat B as assistant deputy mayor. At the following organizational meeting, Seat B will serve as deputy mayor and Seat C as assistant deputy mayor. This rotation in order of seat shall continue at each annual organizational meeting. In November 2014, a second organizational meeting shall occur no later than on the third Tuesday in November. After November 2014, the organizational meeting shall occur annually in November and not in March.

    (b)

    In the event that the commissioner in any seat declines to accept the duties of either deputy mayor or assistant deputy mayor, the commissioner in the next seat in order of rotation will assume the duties of either deputy mayor or assistant deputy mayor and the rotation for subsequent years will be adjusted.

    Example: If the commissioner in Seat A declines to accept the duties of deputy mayor, then the commissioner in Seat B will become deputy mayor and the commissioner in Seat C will become assistant deputy mayor. In the following year, the commissioner in Seat C will become deputy mayor and the commissioner in Seat D will become assistant deputy mayor.

    Example: If the commissioner in Seat D is deputy mayor and the commissioner in Seat A declines to accept the duties of assistant deputy mayor, then the commissioner in Seat B will become assistant deputy mayor. The rotational schedule shall be adjusted for the following year to provide that the commissioner in Seat A becomes deputy mayor and the commissioner in Seat C becomes assistant deputy mayor. This adjustment will continue forward for subsequent years.

    (c)

    In the event there is a vacancy in the position of deputy mayor, the commissioners in the seats selected for deputy mayor and assistant deputy mayor shall automatically rotate for the balance of the organizational year in which the vacancy is created and the commissioners serving in those positions shall remain as deputy mayor and assistant deputy mayor at the next organizational meeting for the next year.

    (d)

    In the event there is a vacancy in the position of assistant deputy mayor, then the commissioner in the next seat in rotation shall become assistant deputy mayor for the balance of the organizational year in which the vacancy is created and the commissioner serving as assistant deputy mayor shall remain as assistant deputy mayor at the next organizational meeting for the next year.
