§ 15-2. Establishment of policies, rates and service schedules.

The city hereby establishes uniform policies and comprehensive rates, charges and service schedules for its municipally owned water, sewer and natural gas utility systems affecting all consumers thereof, both within and without the city's municipal boundaries.
