§ 5-100. Transfer of monies between funds.

(a)

This section shall not apply to general funds, water and sewer or utility funds, but shall apply only to contingency, unencumbered and surplus funds.

(b)

It is prohibited to transfer monies from one fund to another. No person shall cause to be transferred, act upon any request for transfer or utilize any monies transferred from one fund to another fund, except in accord with the following procedures:

(1)

Any request transferring money from one fund to another fund shall be made directly to the city commission, which shall, after consideration, approve or disapprove of the transfer.

(2)

Transfers approved by the city commission shall be made without further action by the city commission or the administration. Transfers not approved by the city commission shall be prohibited, in accordance with this subsection (b).
