§ 15-153. Funding.

  • The owners of the property to be served with wastewater treatment plant effluent for the use of irrigating its grass shall bear the cost of the facilities needed to transmit and utilize the effluent by one (1) of the following methods:

    (1)

    Through providing for the construction of such facilities which are needed to meet all governmental regulations. Such facilities shall include all piping, pumps, sprinklers and appurtenances necessary for a complete system starting at the city effluent main and extending to the point of use by the property owner. Effluent mains exist in some portions of the city and will be constructed within the plan for the regional system for the balance of the city. These effluent mains are noted in the exhibit which is on file in the city clerk's office showing the effluent main corridors.

    (2)

    The facilities in subsection (1) may be provided through city funding with debt service to be provided by the property owner in the form of user charges including guaranteed revenue which shall be computed to cover the debt service necessary for the amortization of this funding with appropriate coverage and to include all administrative fees and charges.
