§ 15-151. Statement of policy.

  • Since its inception, the city has consistently pursued the acquisition and development of utilities services of the highest quality for the service of residents within and without its community affected by societal needs in the development and land growth of Western Broward County. Inherent in the process of developing and expanding water and sewage treatment facilities is the responsibility to make adequate provision for disposal of effluent as the end product of sewage treatment. Such disposal shall be done in a manner as to ensure preservation of natural resources and replenishing of those existing aquifers which are indispensable to the water supply necessary to sustain the burgeoning population of Western Broward County. In this endeavor, the city has acquired and expanded upon water treatment and sewage disposal facilities consistently in excess of the demand of the developmental requirements in anticipation of a growth pattern in population which has evolved within Western Broward County to the extent that regional wastewater treatment and disposal facilities previously anticipated are now required. The acquisition, expansion and development of these facilities by the city now dictates that responsibilities be assumed by the city as the centrally located wastewater treatment facility capable of regional service. This responsibility predicated upon the farsighted development, acquisition and construction of such facilities dictates that the city undertake comprehensive and effective means of disposing of treated effluent in a manner calculated to best preserve those natural water resources and recharge existing aquifers by means of effluent disposal for irrigation purposes.
