The present or future right of a member to monies in the plan, to retirement benefit,
to an optional allowance, to death benefit, or to the return of contributions or any
other right accrued or accruing to any member under the provisions of this article
shall be unassignable, except as specifically provided for in this article and as
provided by law, and shall not be subject to execution, garnishment, attachment, the
operation of bankruptcy or insolvency law or any other process of law whatsoever.
